If It seems everything is correct. Do give the air plate and the bore bottom a good blast of carb cleaner to clean the throttle plate at the bottom .there should not a any oil at the bottom visible at wide open throttle position. pull plugs and re-clean. clean pins and re insert fuel and OVP relay.
once i had a similar situation ,the last one did the trick but that was due to non use for a extended period.
