Yeah, I'm quite hesitant to call him a terrorist. To me it seems more like a lone nut, or rogue Al-Qaida member.

Other that maybe trying to start a fire lose powder can't be a bomb, there is nothing to contain the explosian. Even lose gun powder when ignited just flash's harmlessly.
