Other that maybe trying to start a fire lose powder can't be a bomb, there is nothing to contain the explosian. Even lose gun powder when ignited just flash's harmlessly.

Depends on the material. Many high explosives require no containment to produce supersonic outgassing. Supersonic outgassing causes damage even without shrapnel.
