They can make it tough on you.
In this county there was a fellow some years back who was a compulsive hoarder. He filled his house, yard and so forth with stuff he got for free from here and there. The county hounded him for a few years to clean up and he never did.....they even jailed him at least once.
Finally they sent out a front end loader and took the crap, and since the house had burned in the mean time (though it was repairable) they took the house too, loaded it all up on tri axles and hauled it all to the dump.
Then they charged the cost to his property taxes and in a couple of years had the property too.
And since he did not learn his lesson on that one, he filled another property up and a few years later the city did the same with it.
No, you don't want to sneak around building things without a permit.
