Not always. Look at Russian and Japanese history. A lot of "interesting titbits" have been left out.
I'd say that whether a person is a villian or rogue depends on how someone feels about the issue. IOW, if you son stole my money, theft isn't such a big thing and "boys will be boys". OTOH, if my son stole your money, he should be hanged.
Tomorrow, should these heroes turn around and hit something that people feel strongly about, they will change their worship of this person to hatred. I guess it all depends on which direction the wind blows.
