One party is paid off by the businesses that profit from it, the other is paid off by votes, why should they do anything?
Well, if it doesn't tax the infrastructure or cost money, you might say it isn't a big deal financially. OTOH, what does it say about stupidity and the law? It says you are too stupid to do anything about someone barging into your house. It also says that the law is conveniently overlooked for a few bucks in the elected's coffers. But I suppose, it isn't a big thing if you omit those things. And if you omit the damage from 911, it isn't that big a deal. Building was old anyways.
