my thoughts

Rust is like cancer, it will spread. Fortunately if caught in time you can kill it if you can see it and can get to it. I use a product call Phosphate and Etch that can be bought at Home Depot(cheap green Stuff in a gallon jug) It kills/converts the rust and prevents an more rust from forming. I have brushed it on bare metal with the stuff and let it sit out in the open outside. The metal is protected by the layer of Phosphate that is left behind when the stuff dries. One word of warning, it will damage or remove existing paint. However, after it dries and sanded slightly to remove any scale, it can be painted over. I've found that it seems to help the paint stick better to the metal. I guess that's where the etch part of the product comes into play. Having that protective coating under the paint is a bonus too.
