They were used by mechanics/dealerships, etc., to ensure proper parts, chassis codes, diagnosis, etc. were used for service/repairs/maintenance/parts ordering/etc.

Yes, I have all that stuff. I came with the car new when I purchased it in Dallas in 1983. I took it to the dealer a few times when new and they would use the metal tag to imprint onto the receipt (still have those, too) using what looked like the old style credit card machine.
