As usual, installation of the off-road package means it's a whole different drivetrain which means a whole 'nuther EPA certification process.

Most times USA importers conclude the market isn't big enough to support the cost of this certification.

IMHO they should make these simply standard, as Mercedes does in the UK, for example.
