It looks like the Heat Shield is there but someone put the one in the pic in upside down.

It may have happen because the person did not know which way they were supposed to go. Or, I noticed that when you drop a Heat Shield in on the way down they want to flip ounce or twice before they get to the bottom.

It is better to slide the Heat shield on something like a Screwdriver and stick the Screwdrier down the hole and then let the Heat Shield slide down that. When done get a Flashlight and take a look to be sure they are positioned correctly.
