Tesla made some wild discoveries and invented some nifty stuff but he did not invent a perpetual motion machine. Something has to provide the initial work to move the electrons. Energy is not lost, energy is conserved, something like that, a basic principle of physics I believe. IOW, can't get something for nothing. And the green coal thing sounds like a bit of a stretch. If it performed as well as you say and was available in abundance, I don't believe there'd be any stopping of the mining of it.
