There are no valve adjustments on an 86. It sounds like your compressor is dragging for some reason. The car can detect when the belt slips on the compressor, which is why it shuts off at low speeds sometimes.
Is your car still using R12? Does the electric radiator fan work properly? When traveling on the highway does using the air con still cause a huge power loss?
