I believe only '85 w123's had the extra electrical stuff in the passenger kick panel. Yours is '84 so I would start looking else where.
Are you sure the tach amp was originally not there, or was just removed? Got any photos of the area where it should be?

The tach pick up is on the harmonic balancer in front. It's a gray cord, 0.5cm wide approximately, and runs up to the back of the glow plug relay area where it should plug into the tach sender.
