Just a quick hit and run here, getting ready for work; MY experience is that a vac leak will cause high idle speeds, not low.
The noise in the control valve is just like a relay clicking.
If you want to throw a part at it instead of diagnnose, I'd say a idle control valve. But I'd rather see it diagnosed....
