This is fairly common and can be repaired.
The sheared stud is actually a captured bolt with its head welded to the inside of the little four legged "box" on the LCA. The task is to open the box, remove the sheared off bolt head and replace it with a welded-in nut. This allows the use of a larger diameter bolt to secure the ARB half moon clamp.
It is a simple 30 minute job: With a hacksaw cut the lower leg of the box off where it meets the LCA. Bend the leg back to access the sheared bolt head and knock same off with a chisel. Clean up the bolt hole, weld a nut to the inside of the box, bend the leg back into position and weld it back to the LCA.
