Scott,
If there is no difference between steering the car with the motor not going & when the motor is going then chances are you have a power steering pump problem.

Power steering pump failures are not that common.
If it was me I would get a PS pump from a junk yard.
I guess you may be able to get a kit or a change over one.
It does sound like you have an alignment problem as well.
Time to go over all the front end.
