In my opinion, the only way this kind of thing will be stopped is by criminal convictions, stiff sentencing with strict and complete restitution, along with with stiff, no-frills (ie, NOT like "club fed" facilities) custodial penalties in a "general population" medium level prison.
Come to think of it, out of that, might even come some good prison reform suggestions.
