I haven't compared part numbers, but yes, there is a huge difference.

The early 124 drives a lot like a 123, very heavy and self-centers with lots of force. The late 124 has a lighter feel, possibly more assist but still good feel, and much less fight to hold the wheel off-center. There might be a camber change in the suspension, I don't now, but there's definately a more modern feel to the late 124.
