In the private sector, last hired, first "fired" or let go...
In the government sector, it should be, "Last program started, first program cancelled."
Not "...program that money was appropriated for..." - "...program started..."
If the money is NOT THERE
BEFORE the program is to be started and fully funded for, at least, 10 years, then it doesn't get a life...it shouldn't even come out of committee.
OR...
Cancel some other program that lived a "useful life" and should have been "sunsetted" - then see if the "replacement program" will fit in the funding structure.
BUT...
Until our politicians (regardless Party Affiliation/Non-affiliation) get a clue (you the voter, hitting them upside their ballot), they will continue to "buy" the next mono-rail coming to the next Springfield and will continue to "crow" about how they "...saved the poor and indigent..." with your newly raised taxes, soon to be shown to you January 1st.
The "...newly raised taxes..." part won't be spoken of...and when it FINALLY is spoken of...it will get sloughed off.
