About the only way I can see that happening is by the fuel head leaking from mertering pintle. ITs right there in the middle of the bottem of the head.
This could definatly cause hard hot starts as it'll bleed off all the system pressure and most of the control pressure. Leak test the system, a new or reman fuel head might be in order.
Most hot soak start issues with KE (cis) are related to internal fuel leaks and really are easy fixes once you get past the money thing.
