At first glance it seems that they have given in (partially) to international pressure and will "ship most of its low-enriched uranium to Turkey in a surprise nuclear fuel swap deal"... but I think this is just PR which allows them to portray themselves as making the necessary compromise but quite possibly continue their covert operations towards full enrichment...:
