I finally purchased a vacuum pump and gave a few pumps on the shut off valve and the car turned off. So I guess it's a vacuum leak or something.

Is there another part at the ignition that could be messed up? I tried to follow the brown vacuum hose from the shut off valve and it seems to go over the steering column and connect to right around the ignition.
