I agree, something about floruide and its similarities to chloride make me say no to toothpaste. That and its somewhat gritty nature in some brands might do harm to your wheels.
I say regular water and soap, if its stubborn then special wheel cleaner on cool wheels. IF you really want to get serious, then do what I do. Every March (after snow and salts chances are almost 0) I take them off the car, steam clean them, get them back to brand spanking new, and put special wheel wax on them. I can then just spray my wheels with water and not even go over the wheels heavily. I just take a napkin, and wipe the brake dust right off in less then a minute. Its such a relif.
I also changed to Kevlar pads that creat less dust, and are easy on the rotors.
