Speed limits are not normally set by civil or transportation engineers. The "Speed Limit" can normally be driven safely driven faster than what the sign says.
Example would be the stretch of i90 in Northwestern PA. For 15 miles the speed limit is lowered to 55 from 65. We have state troopers that sit in the center medians and just pull out for any out of towners. It's a blatant money grab as the road traffic does not change.
Personally, I don't think police departments should be allowed to take the spoils of victory from tickets/drug busts/whatever. Instead, the money should be funneled into social programs or public schools. That and quota systems are just as bad.
Police departments should spend more time interacting with the community. Here in town I swear every time I talk to a policeman it's this whole, "Look at my gun"! Type of attitude.
I try to tell myself not every cop is bad, but man every interaction I have is far from friendly.
