I have two Kubotas (a 1995 or so BX1800 and a 2005 MX5000) and on both the glow plugs are controlled by the start switch. The BX glows as you are turning the switch to CW, just before it spins the starter...you hold it and glow as long as you need.
The MX5000 has one glow detent on the start switch when you turn it to CCW.
You may have some other problems because neither of my tractors require much if any glow when temps are in 70s much less the 90s.
