My thoughts exactly, in other vac diagrams that use this type of control valve the 90 degree port often goes to the passenger compartment, if you have as much vacuum as they say at that port the sound would be impossibly annoying and non-productive to boot. One might not be able to hold a sufficient vacuum to the transmission although that's just a guess.

I agree that the reading should be taken from the line with the dashpot that runs to the transmission. I will be doing that check tomorrow. Unfortunately these instructions resulted in my assumption that my control valve was bad, but it may have been anyway.
