Your throttle is electric and is controlled by power not by the cable you see moving. You take the MAF off and underneath is the throttle. Should be closed or almost closed at first start and will open as you have someone press the throttle. What happens is the motor or the board inside becomes old and worn and stops doing everything it should. Just be happy you dont have the 93 with biodegradable wiring insulation as youd have alot more issues. If you have a split year tho you may want to look into the wiring as it went from 93-95.
