I think you're on the right track...the cycling is the result of the compressor protecting itself...If there's not enough R12, it turns itself off to prevent overheating of the compressor,and/or pumping air/moisture/other crap through the system.
A leak will only get larger over time, so I'd have it sniffed out and repaired ASAP.
