As far as I know there are two ways these engines turn off (my knowledge is based on the om617, but I think it can be applied to your engine as well)

Method #1) via the key, when the key is turned to the off position vacuum is sent down to a solenoid on the back of the injection pump and the engine is turned off.

Method #2) via the stop lever on the linkage. Pressing the stop lever pulls up on one of the IP linkages and stops the engine.

Based on that I dont think you could rig a cable system to do it. You'd have to attach the cable to the IP linkage, which also travels in the opposite direction you'd be pulling so the cable would have to be sufficiently long so it could have full range of throttle motion. I'm not sure you'd be able to pull sufficiently hard to actuate the linkage.

Now, if you wanted to simply rig up something temporary, you could find the vacuum line that feeds the shut off solenoid (should be easy to find), extend it into the cabin... Find a vacuum source (maybe Y off of the booster line somewhere...) and put a valve in the cabin so that she could simple turn the valve so it shuts off. (its essentially doing the same thing that method #1 would do)

However this might not work if you have a broken vacuum shutoff solenoid.


And on the vaccuum door locks, I'm not entirely sure how the 123 chassis is but the 126 and 201 have a separate electric vacuum pump for the locking system.
