If you want an effective Cable Shutoff you need to stay away from the Throttle Linkages completely.
You could remove the Vacuum Shutoff From the IP and un-crimp Shutoff Valve to get it into 2 pieces.
Run the Cable through the hole where the Vacuum goes and attach the Cable to some metal part that goes through the Diaphragm.
Put it together with JB Weld or bend the Crimp back over and install it as you would a regular shutoff.
Be carful when you adjust it bacaus if you put forward moation on the cable it may push the Fuel Rack Foward and give it Fuel.
