Hit Man X. Explain further, was the larger pulley supposed to offer better cooling ?

I am torn between the idea of slowing down the pump to give the water time to cool and having a faster pump to push more water through.
Which one cools better or cools more ?

I live in the desert and have plus 90 heat most of the time.
Should I go with the larger pulley ?
