The second detent is for the rear fogs. The amber light is a reminder that you have your rear fog on.
I don't know if it's still the law in Germany but it used to be you could only use the rear fog in very low visibility which also meant you weren't allowed to go above 50 kmh. Since you can't see the red fog, the amber light was there to remind you that you should drive slow or turn it off.
