No, it is the 12 morons on the jury who keep ambulance chasers in business. They get what? 33% of the award or settlement plus expenses? How much is 33 or even 66% of nothing?
The homeowner needs to be canned. Why didn't he pay the $75 in the first place? What business do you own. Can I do the same to you? When I was in school, I decided to take my insurance payment and buy something good with it. Got away with it for 2 semesters. Finally, it caught me. I ended up paying big bucks which would have been covered. Still I never complained about my stupid choices and just paid for it via payments.
