Aha! There's my problem
The gear on the motor is broken in half. Regulator is good, motor is good, hopefully I have an extra motor somewhere with an equal sized gear. Using a small mirror helped in getting the motor out without having to pull the regulator (Thank God)
The good gear in the photo is one that I pulled off of a seat motor. The diameter and thickness are the same the but teeth are just different enough for me to seek out another gear. Hopefully I can find just the gear for sale as opposed to the entire motor.
