It's the thing that interrupts the pressure signal line between the intake plenum and the ALDA. Usually gunked-up, spray a cleaner through it if you can't blow through it, often has a nipple broken off also.

In the '87 you might also try plugging the line to the BlueFlyingSaucer/BFS in case it leaks.
