It's a tapered seat so it can tend to freeze. That's also why it's not a "regular" bolt.

An impact wrench is fine, including the mechanical type.

You'd probably do this anyway, but I'd suggest replacing the bolt. You'll have to source it at the dealer, but it's worth it.
