If the 85 is DOT spec and has an airbag it has a knee bolster. I've seen them. Euro cars don't have knee bolsters as the euro standards figured people would use their seatbelt.
The knee bolster is the part of the dash which "catches" your legs if you aren't wearing a seatbelt. It's padded and somewhat collapsible. Hence the "Passive Restraint System".. the driver doesn't have to do anything to activate it. My 92 Jetta has "Passive Restraints" too, the shoulder belt is attached to the driver's door, and the large knee bar sits below the dashboard. Supposedly you don't have to buckle the lap belt.
