Sure, it definitely could be, wouldn't be the first for sure!

It's a pain to get to, but you'll see the huge battery cable going to the starter, and the smaller gauge wire, which is the crank signal to the solenoid. In crank position you will get battery voltage on that smaller wire. If you get the voltage, the next logical thing would be to assume the starter is bad.
