That seems like an inordinate amount of force.
I've been able to break all of mine with a standard 1/2 breaker bar.
It is a right hand thread, so CCW will loosen the bolt.
Make certain that when you are applying this torque, that you have relieved the strain on the steering column lock. I use a stout pipe pushed through the steering wheel spokes and held against the rocker panel.
Leave the ignition key in the #1 position and give her a tug!
