In my oppinion, the article leaves out parts that would help to make a distinction, even by those who are not upto date with German efforts to accommodate immigrants.
The article has a tendency to create an impression as if Germany would take side in the general "Anti Muslim" movement. Germans know better than that, yet they do recognise the enormous challenge ahead.
Going through German media releases it also becomes clear that the issue was not only targeting Muslim ethnicity, but likewise being critical toward the lacking effort to integrate by Easter European migrants.

Was it France that recently deported a bunch of Roma (Gypsys)? There is also a lot of illegal imigration from Africa.
