As George560sel wrote, check that you have 12 volts being supplied to the O2 sensor with the car running. Your tests have only proven that the heater in the O2 sensor works when supplied with 12 volt source, not that the O2 sensor is being supplied by the ECM with 12v source necessary to operate the O2 sensor's heating element.
