Yeah, that is pretty much the way it works. It has been established that an employer has access and rights to all email sent and received using their computers and/or network, regardless whether the nature of the email is business or personal. Doesn't seem much of stretch to apply this to a phone system.
If you want direct access and some measure of privacy, get her a cellphone. Then the school cannot block nor monitor your communications.
