More like 1/2. The Prez only has veto power. Congress is where the main power is at. Look at every bill sent to the Prez. It becomes a hostage situation. Oh, you don't like my pork? OK. FU then. Toss it all out and take the heat. When something goes wrong, who do you think people look to first? In THEORY, Congress is the equal of the Prez. In fact, I don't think so. Now, if the Prez had line item veto, you can make that case. Till then, the Prez is the equal of congress only IN THEORY.
Why would you want a compromise? All it means is you dump your pork and I'll dump mine in it. We both walk away happy. Too bad for the voter. He picks up the tab. Fact is, the less either of them accomplishes, the better off we are. If there were two guys who would rape your butt, would you rather the fight amongst themselves to see who goes first and not get to you or would you rather they compromised and found a way to decides who gets first crack at your crack?
