81 was a transition year, but you mention a switch on the valve cover, so check the pic, is this your set up?
You're going to need a new main line, I'm thinking, as the plastic piece with two orifices need to be vacuum tight. One goes as shown in the attachment, the other goes to "other consumables", such as the door locks, ignition shut off and HVAC pods.
I'll agree with kerry, your vac is too low, make sure you get a good seal when testing the vacuum pump.
