Fuse #12 (8 amps) Protects:
Power Windows (goes to one terminal on the Power Window Relay)
Turn Signals
Stop Lights
Gauges
Warning Light
Cruise Control

Notice that 2 of the items connected to the #12 Fuse are the Power Windows and the Turn Signals.

I would pull that Fuse out and clean the Fuse ends and also the area on the Fuse Block where the Fuse contacts.

Also instead of stalling your Engine to stop it (you are going to damage something else) open the Hood and use the Stop Lever to shut it off.
Or, disconnect and plug the Vacuum Line that goes to the Vacuum Shutoff. In stall a Vacuum Hose from the Vacuum Shutoff long enough to reach inside to where you sit. Simply suck on the Hose and the vacuum created will shut off your Engine.

The Fuse in the attached pic looked good until I pulled it out and looked at the ends.
