I can't remember for sure, E3 either turns both numbered dials, or E3 is a "double" gear, meaning it has two gears cast as one unit and the backside turns the numbered dials.

If you have a junk cluster, I would recommend taking it apart to get a clearer picture. Just take a couple of pics/notes before you disassemble. I can have it from installed in car to disassembled on my table in less than 10 minutes now.
