The 140 does not have a mono watervalve, it is a duovalve, which sounds like i am just being picky, but really the design is very different. As such, there is no repair kit like a mono valve, if you are sure it is stuck closed, it will need replacement. Did you try disconnecting the wire and seeing if you get heat, because the fail safe mode (electrical power loss) is an open valve.
