As far as I can tell DeLay has not had any charges against him dismissed. He was looked into by the Justice Dept. for his involvement with a convicted lobbiest that sent two other Congressmen to prison, but DeLay was never charged with anything concerning that.

There is a difference between never being charged with something and being found not guilty of it.
