Use a 1/4 " dia punch and a hammer to tap on the circumference of the heat shield. That will loosen the bind then use a 90 degree beefy pick (no flimsy cheap dental pick that may break the tip off) to pull it out.

If the above doesn't work, find a sheet metal screw or bolt and tap it into the heat shield and then rock it back and forth then out.
