Wikileaks site is off-line, so this cannot be verified as to it it really came from that site.

Right off hand it looks like one of the old test messages that used to be sent over the Washington to Moscow 'Hotline'. It had to be tested every hour so the wire benders that kept it running sent dirty jokes, weird song lyrics, very obscure insults and such until the DOD found out what they were doing and made them stop.

But this is a bit long for that sort of thing.

Until this can found on Wikileaks site I have to think it is some sort of attempt at e-mail humor.
